Strategic and Operational Support Consultant
Contract Duration: Fiscal Year 1 (2024-2025) and Fiscal Year 2 (2025-2026)
Contract Value: $14,040 per fiscal year, totaling $28,080 by March 31, 2026

Overview:
Care Masters Women and Family Services is seeking an experienced Strategic and Operational Support Consultant to enhance the organization’s capacity-building efforts. The consultant will oversee strategic planning, fundraising, HR management, financial management (in collaboration with an accountant), and volunteer coordination. This contract is part of a broader consulting initiative aimed at supporting the long-term sustainability and growth of the organization.
Scope of Work:
Working closely with the Executive Director, Board of Directors, staff, and other consultants, the Strategic and Operational Support Consultant will ensure alignment between strategic goals, financial sustainability, and volunteer management. The consultant will also coordinate with the Community Engagement Coordinator for volunteer recruitment and management. This is an 18-month contract (starting immediately) with a focus on implementing a five-year strategic plan, improving financial practices, and supporting fundraising initiatives.
Key Responsibilities and Deliverables:
1. Strategic Planning and Sustainability Plan Development

- Present and review strategic goals with the Board and staff at annual retreats in Year 1 and Year 2.

- Formalize HR Management Procedures (in collaboration with the HR Consultant):
Timeline: Year 1- Work with the existing HR Consultant, who is conducting an HR audit and updating policies related to Care Masters' charitable status and program updates.
- Collaborate on formalizing HR management procedures that will be integrated into the organization’s operational practices for long-term staff recruitment, wellness, and retention beyond the scope of this project.
- Ensure that the newly developed HR policies and systems are aligned with future organizational growth and staffing needs.
- Work with the existing HR Consultant, who is conducting an HR audit and updating policies related to Care Masters' charitable status and program updates.
- Enhance Financial Management Practices:
Timeline: Year 1- Oversee the implementation of updated financial management practices, working closely with the organization’s accountant and providing guidance on budgeting, forecasting, and reporting.

- Collaborate with the Executive Director on grant reporting, particularly in maintaining and forecasting project budgets.
- Assist with the financial aspects of quarterly grant reports by tracking project objectives and outcomes and ensuring alignment with funding obligations and organizational goals.
- Provide ongoing support and advice to ensure the organization’s financial practices remain aligned with its long-term strategic goals and funders’ requirements.

- Support the establishment of the Fundraising Committee and coordinate quarterly planning and engagement sessions with volunteers.

- Strong financial management skills, including experience working with accountants and implementing accounting software.
- Demonstrated expertise in HR management, particularly in staff wellness and retention programs.
- Successful track record in fundraising and grant management.
- Excellent collaboration skills, with experience working alongside leadership teams and community engagement roles.
- Five-year Strategic and Sustainability Plan developed by March 2025.
- Strategic planning and accounting software implemented by the end of Year 1.
- Transactional Support Lead (if required) hired and onboarded within Year 1.
- Volunteer recruitment and fundraising committee established and functioning, with quarterly sessions held throughout Year 1 and Year 2.
